Construction & Demolition Debris (C&D): BANNED FROM LANDFILL
-
No problem at all! Formatting those lists with addresses and phone numbers can be a headache. I have moved Gleason Road to the end of the list and cleaned up the formatting so it is easy to copy and paste.
I also kept the “Banned from the Landfill” phrasing exactly as the ANR prefers.
3. Construction & Demolition Debris (C&D): BANNED FROM THE LANDFILL
-
The Law: Under Vermont’s Architectural Waste Law (Act 175), specific materials are banned from the landfill. These items must be diverted from the trash to be reused or recycled into new building materials.
-
The List: This ban applies to Asphalt Shingles, Clean Wood, Drywall (Sheetrock), Scrap Metal, Plywood, and OSB (Oriented Strand Board).
-
The Program: Because manufacturers do not currently fund C&D recycling, this is a user-fee-based system governed by state environmental standards.
Where to Take It:
-
Elnicki Aggregate 1356 Cold River Rd, Clarendon | (802) 775-1658 Accepted: Clean concrete, bituminous asphalt, masonry/brick, porcelain (toilets/sinks), and stumps. Note: They do not accept mixed debris or household trash.

-
-
-
Gleason Road Transfer Station 14 Gleason Rd, Rutland | (802) 775-7209 Accepted: The widest range of C&D materials (wood, drywall, shingles, scrap metal, etc.).
Note for 2026: As of January 1, 2026, NO PERMIT IS REQUIRED to use the scale for C&D disposal.
Important Disposal Requirements:
-
Material Separation: This material is handled separately from blue-bin recycling. To avoid “Mixed Waste” surcharges, materials must be dry and sorted (e.g., metal in one pile, clean wood in another).
-
Asphalt Shingles: Must be free of wood and general trash. Nails and tar paper are allowed to remain attached.
-
Clean Wood: Refers to natural wood, limbs, and lumber that are untreated, unpainted, and unstained.
